Status of Key Nuclear Security Treaties

Two key international legal agreements relate to nuclear security: the Convention on the Physical Protection of Nuclear Material (CPPNM) and its 2005 Amendment, and a separate agreement, the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT). These agreements commit states to criminalize acts of nuclear terrorism and to cooperate in bringing those who commit such crimes to justice.  Although they have limitations, the agreements are important building blocks for the foundation of an international nuclear security system and could be more valuable if they were universal.
