Italy ranks 14th in the theft ranking and is one of the most improved states, with its score increasing by 3 points from 2014. Italy improved because of its ratification of the 2005 Amendment to the Convention on the Physical Protection of Nuclear Materials. In the future, Italy could improve its nuclear materials security conditions by strengthening its laws and regulations to mitigate the insider threat, enhancing on-site trained emergency response and armed response capabilities, and improving cybersecurity at nuclear facilities. Italy could also improve nuclear materials security conditions by publishing an annual report on nuclear security, making public declarations about its materials quantities, and hosting an international peer review. Italy’s nuclear materials security conditions remain adversely affected by governance and corruption challenges.
