The theft ranking uses five categories covering measures related to the potential theft of weapons-usable nuclear materials while in use, in storage, or in transport.  The sabotage ranking uses the five categories to assess nuclear security conditions at nuclear facilities, where sabotage could result in a significant radiological release causing serious off-site health consequences.
